Nope. You'd need a lot more than "total" voice recognition. Not only would an untrained computer need to be able to instantly hear, understand and interpret a voice and it's pronunciation habits (can you imagine a computer that could correctly figure out that "ah-aye" means "all right"? Or knowing although someone very clearly said "axe" they meant "ask"?), it would also need to be able to simultaneously listen to all parties when they speak on top of each other (or interrupt the proceedings as needed). And format and punctuate the spoken word as the written word, which involves a certain amount of interpretation! Human participation and the ability to intervene in the process is the best way to ensure an accurate record. And G-d bless ST VI for acknowledging that computers are great tools and aids, but not always an appropriate substitute for the human brain in all situations.
