The doors to the multiverse are cracking open and unless it stops, the universe will come to end. A divergent group of people will cross worlds across the universes to fix it. Or something like. It's a big bear of book.
First off, Tchaikovsky likes to build worlds. This book gives an opportunity to build a bunch of them and all have them interact. He wrote a series of novels called the Shadow of the Apt which was basically how if various bugs evolved into a humanoid form and then went to war with each other. DoE isn't quite that involved but there is a lot of that in there. But there is also an espionage aspect in there as people from Her Majesty's Secret Service try to figure out why these Neanderthals and Rat People are running around England.
There are a lot of big ideas in the book but ultimately there isn't really a good big conclusion. As a matter of fact, there a couple of different endings in the book to show how various scenarios play out.
So, lots of good stuff but it never really comes together.

As a matter of fact, my anger does keep me warm
