First off, you have to have heard of the Eurovision song contest. Basically, the galaxy at large has given up wars in favor of a universe spanning song contest to settle their differences.

Do you like Douglass Adams? This book owes a lot to Douglass Adams. (So much so, the author thanks him in the afterward)

Then there is the Tom Robbins factor. Space Opera seemed to have that Tom Robbins style of story telling where you keep coming at the same spot in the story from different angles.

The language, though, is all Valente. There is so many words coming at you describing all these fantastic things with what seem to be run on sentences adjective piled on adverb piled on descriptor. It gets wearying though. The first ten chapters all seemed to be description of this fantastic galaxy and the the aliens in it. I hard time keeping up. But it was enthralling in a way. I'm still on the fence whether I liked it or not. Some of the bits seemed very clever. Other bits seemed gratuitous.

There were a lot of subtle shout outs to gender identity and immigration which seemed cogent at the time. But they might get drowned out in the avalanche of words.
