Baru Cormoran is a savant accountant who is trying to gain freedom for her conquered people by destroying the empire that took away her nation. She does this by becoming one of the bureaucrats in the conquering empire.
At times, it does get heavy and intricate on the finance side. But the approach, showing how to bring down a country through finance, is interesting. And there is enough action and adventure to keep it going.
Basically, Baru is trying to work herself up through the ranks of bureaucrats to be in a position to help her people. As her first assignment, she goes to another conquered land to help straighten it out. The two people who held the post before her have been murdered and the land is seen as ungovernable. There even people who are helping her that might not be on her side. And Baru herself has her own hidden agenda.
It's a good book without quite the happy ending.
