It's the story of the fall of communism in Romania. The thesis of this movie is that it was american movies that helped caused the collapse. They just threw Norris's name into the title to give it a little push.
As documentaries go, it has a weird structure. There are the usual talking heads but they also have a second thread running that is a recreation of the events in the late '80s where the distribution of poorly made copies of american films, smuggled in from the west, was booming. And the most amazing thing was that almost all the films were dubbed by one woman, Irina Nestor. She figured she did all the voices for over 3000 films, for which she was played the princely sum of about the price of a chocolate bar per film.
It could have been shorter. Some of the recollections were just repetitive. The one man in doing most of the duplicating, Zamfir, was just a crook trying to make a buck. He wasn't making some bold statement by smuggling in these films. It was a just a happy accident that it helped to overthrow the government.
